Locked out for a year: how learners lose online driving test booking, and how to challenge it

DVSA can stop learners from booking or managing their test online for 12 months. It has just updated the way they can request a review. Here’s what instructors need to know.

A learner goes to change their driving test and gets an error message telling them to call DVSA. They try the next day again and get the same message.

They may not realise it yet, but they could be locked out of online booking for the next 12 months.

Since May 2026, DVSA has had the power to suspend a learner’s online access to book and manage their driving test. In June, it confirmed that these suspensions last a full year. On 24 September, it updated the process for asking DVSA to review the decision.

Why DVSA suspends access

DVSA monitors the booking service to keep it fair and make sure people follow the terms and conditions. It also monitors it to protect learners from misuse and fraud.

When DVSA sees activity that does not look like normal personal use, it suspends online access for that driving licence number.

This sits alongside the booking rules introduced this year. Since 12 May 2026, learners must book and manage their own car test. Unofficial services that scan the booking system, including cancellation-finder websites and apps, are not allowed.
